Caring Within Chaos - Will We Ever Make Right Decisions?

Old people’s final days have a taste of fear, loneliness, confusion, and death.
That's a dark truth those aged living in Brazils favelas see daily. People dying without right care, needs to be different! The government is to blame ignoring the weak. And wanted to inspect less fortunate's. To be informed but did not want to learn the error. The shortcoming of new regulations. Makes the reality grim. It’s also because the favela families are biased against them.
Official mucky rather protect the rich. Even locally there is mass confusion. No one knows what is going on, it can't stay this way. How do we change it so that the people in need are safe? First that get public attention then get private fights towards the public itself for rain.
Palliative care or treatment for adults is affected by these strange happenings.
It’s an inconsistent care approach. Should it be to blame on a bad policy? It has a significant impact on the end lives of the aged.
As for the trust, nobody makes efforts to do the simplest thing getting it right. Question the safest methods. Frederick Palace volunteer was shocking witness to their lack of care. This only seemed to make things better by following the community's model for it. I'll hunt for any hierarchy and lack of organization as evidence points to a communal overflow.
Favela life tends to make it chaotic. With the goal of helping elderly outside the hospital but in the safety of the streets. Perhaps community old age centers need more mental care. Simply put.
What's more, the other tragic flaw might help of course. There are no protective or good treatments for older people. Communication failure results in the slums are causing chaos. And there is knowledge bias in the community factions.

They could not help else except create a more healthy environment. They told the public to take their time and be careful about now! It’s not fair. Brazil residents don't forget they need to be proactive for the sake of their creationbut also forget to take care of those donors of lives they took for granted.
These elderly people demand an urgent health policy. The government is determined to make improvements to the policy for treating adults. This policy and future regulations are improving.
But there is an old wondrous scenario.
A subjective reflection of people's condition was taken over by an institution by hiring civilians if not overlooks total chaos.
