City’s Budget Surprises Council with Smaller Deficit
Reading, PA, USASat Mar 21 2026
The city ended 2025 with a deficit far below the $9. 6 million that had been forecast, according to the interim finance director who stepped into the role two weeks ago. He told council that the shortfall will be about $3 million, a relief driven by higher revenues in key areas. Earned income and real‑estate transfer taxes each topped last year’s totals by roughly $2 million, while emergency medical service collections rebounded after a cyber‑related pause in 2024. The recovery helped counter rising costs, especially salaries and benefits that rose by about $6 million due to wage contracts and new hires. Some income, such as interest from bank accounts, fell when rates dropped.
During the meeting, he admitted still piecing together a full financial picture and asked council for patience. He highlighted plans to boost transparency, including quarterly reports that compare budgeted versus actual spending and clearer expense categories. Departments will be urged to avoid vague labels like “other expenses” and instead provide more specific breakdowns. Council members echoed the need for detailed spending reports, especially on contracts.
City auditor Maria Rodriguez praised the overall revenue performance, while Managing Director Jack Gombach welcomed the interim finance director’s fresh ideas on cost savings. The improved year‑end results and a stronger focus on monitoring could help the city manage future budgets more effectively.
