A federal court recently ruled against a plan that would have frozen trillions in federal aid. The case involved the Trump administration’s attempt to pause spending on government programs back in early 2025. The pause affected up to $3 trillion, covering grants, loans, and other financial support. The White House claimed the freeze was needed to review spending and align it with new executive orders targeting diversity programs and climate-related projects.
The court disagreed, saying the freeze was too broad and unsupported by law. Judges pointed out that federal agencies didn’t properly assess whether the money was legally required before withholding it. A key issue was whether the government could just stop payments without considering the impact on states and organizations relying on the funds. The judges also clarified that lawsuits over federal contract payments must go through a special court, not the one that blocked the freeze.
The lawsuit was led by attorneys general from 22 states and Washington, D. C. They argued that the freeze wasn’t just a temporary pause—it threatened critical funding for education, healthcare, and other public services. Even after the administration withdrew the memo ordering the freeze, the states insisted the policy was still a problem.
