He described the offer as inconsistent and said Washington could help more by lifting sanctions instead of imposing them.

Negotiations seem stalled, yet Cuba confirmed a meeting with CIA chief John Ratcliffe.
Ratcliffe told Cuban officials that the US is ready to talk about economic security if Cuba makes “fundamental changes, ” according to a CIA source.
