Data Center Dispute Shapes Frederick Politics

Frederick County is in a legal fight about data centers. Quantum Maryland, a firm that builds these facilities, has sued the county. It says Executive Jessica Fitzwater stopped new applications after the June primary to help her campaign. Fitzwater calls the claim false and says she is guarding the public interest.

Steve Black farms trees near Adamstown. He has been doing this for more than twenty years. He fears data centers will increase electricity costs, use too much water, and destroy farmland. Black says these issues are shaping the election. In June, voters turned down multiple candidates who backed data‑center growth. Council President Brad Young lost his primary. Black points out that the winners favored stricter regulations.

The lawsuit lists several key dates. On June 30, the state court stopped a referendum on the zoning rules. On July 1, Fitzwater issued an order pausing new applications. In early September, a $110 million agreement was announced with Quantum. Thirteen days later, Fitzwater turned it down and kept the pause until July 2027. The filing claims the change followed bad polling and that she told a donor the rejection was needed for her campaign. The developer argues that the moratorium follows the election schedule rather than a genuine administrative need.
