Electric scooters: too fast, too free, and totally ignored by the law

Across town, an unspoken rule seems to have taken hold. Bike lanes meant for emergencies now double as parking spots. Drivers sneak into spots marked for fire trucks, assuming no one will notice—or care. It’s not just cars though. Electric scooters, those quiet, zippy devices, have joined the chaos. Riders weave through traffic, ignore stop signs, and zoom down sidewalks like they own the place.
You wouldn’t get far driving a car without plates or insurance. Get caught driving without these basics and you’re in trouble. But hop on an e-scooter? You can ride wherever you please—road, sidewalk, a random parking lot—without a single consequence. The law says scooters aren’t road-legal, yet here they are everywhere. Fast, fun, and completely unchecked.
PennDOT’s rules shine a light on the problem. Scooters aren’t supposed to be on public roads at all. They lack turn signals, bumpers, and other safety gear required for real vehicles. Legally, you can’t register them or even get a license to ride one until you’re 16. So how can police enforce laws that make no sense?
Complaints about scooters keep piling up. The Spring Township police chief has seen crashes firsthand. Kids ride down hills at high speeds, barely in control. Adults use scooters for daily commutes, cutting through traffic like it’s a video game. But when officers try to step in, they hit a wall. Tickets for kids going to school? That’s not going over well. Fines for adults trying to save the planet with low-emission rides? People won’t like that either.
Right now, police focus on education instead of punishment. They warn riders, call parents, and hope things get better. But until the law catches up with reality, the scooter chaos isn’t going away. Everyone knows the rules, but no one follows them. It’s a jungle out there—and no one’s in charge.
