Federal Inquiry Looks Into Senator's PAC Spending and Super Bowl Ticket Deal

In October 2022 Ruben Gallego and former California congressman Eric Swalwell set up a joint fundraising group called the Swallego Victory Fund. The next year they used that group to buy tickets for the Super Bowl that was held in Glendale, Arizona. The fund spent more than thirty‑seven thousand dollars on tickets and meals. After the event the money was split, sending roughly seventy‑six hundred dollars back to each of their campaign accounts. The fund was then closed down. This arrangement later caught the eye of investigators.

In August 2025 the Justice Department sent a grand jury subpoena to Gallego's leadership PAC, known as Juntos PAC. The subpoena asked for records connected to actions around September 9, 2025. It also requested the statements Gallego gave to the Senate Ethics Committee during its own look‑into‑possible‑misuse of campaign money, a review that was dismissed in June. A spokesperson for the senator said the PAC handed over everything it was asked for and said it had nothing to hide. The spokesperson did not say whether Gallego himself, his family, or any staff members also received a subpoena.

The probe grew from news stories about how the senator used donor cash. Reports showed he paid for family trips to Disneyland, Disney World, Miami, and Chicago. They also found more than eighteen thousand dollars in childcare reimbursements since 2019, including a four‑hundred‑dollar payment to his mother‑in‑law. One source called the account a personal slush fund. Separately, Eric Swalwell left Congress in April 2024 after dropping a run for governor amid accusations from several women about improper conduct; he has denied those accusations.
