Both President Joe Biden and Florida Governor Ron DeSantis had ordered flags to remain at half-staff until January 28. Trump has been vocal about his displeasure with flags being at half-staff on his inauguration day. He has criticized Carter in the past, but also praised him after his death. Trump paid his respects at Carter's funeral. A spokesperson for Trump didn't respond to requests for comment. Meanwhile, Texas Governor Greg Abbott ordered flags at state buildings to fly at full-staff on Inauguration Day, saying it's important to celebrate the incoming president.
