Coffee Shop Turns Into Bikini Spot, 17 Arrested

The city’s code enforcement team marked the building as a red‑tag property, meaning it must stop operating until all problems are fixed. The violations included public nudity rules, business licensing laws and the illegal sale of alcohol.Police arrested 17 people that day, including the owners. Authorities said this was not the first time a bikini café had been targeted in Garden Grove, and they suspect similar businesses may exist elsewhere in the city.
