Germany and Chile Revisit Dark History of a German-Led Settlement
ChileTue Mar 31 2026
The German government now plans to discuss with Chile’s recent conservative leadership about turning a remote settlement with a troubled past into a place remembering torture victims. Germany still backs this memorial idea despite Chile’s new right-wing housing minister recently changing course on it. The minister cited money problems as the reason to backtrack on the former government’s plan to take over the land.
What was once called Colonia Dignidad, now Villa Baviera, started in 1961 under Paul Schaefer, a German preacher who ran it like a cult. Years later, he was convicted of child abuse and died in prison in 2010. The settlement’s darkest chapter came during Chile’s military dictatorship from 1973 to 1990, when secret police used the property to imprison and torture political opponents.
Around 100 people still call this place home today. Some have tried to turn parts of it into a tourist spot, with businesses promoting the scenic views of surrounding green fields and mountains. Yet the land holds painful memories that many would rather not forget.
Germany thinks turning this site into a memorial could help heal old wounds. Officials from both countries will talk about it soon, possibly at their next joint meeting. The goal is to find a way to honor victims despite the cost and political changes.
