Health Preferences: EU Countries Grouped by Well-being Data

Health preferences vary a lot across Europe. These differences can make it tricky for the European Union (EU) to share health policies. Past studies have grouped EU countries based on where they are located or certain research findings, but not on how they value health. The EQ-5D-5L tool measures health-related quality of life and shows how culture and society shape health preferences. It's used to test policies, tech, and interventions, but not to group countries. So, this study aims to find groups of EU-27 countries with similar health preferences using EQ-5D-5L value sets that have already been published. This tool captures five areas of health: mobility, self-care, usual activities, pain/discomfort, and anxiety/depression. Each area has five levels of severity. Countries use these value sets to understand how health issues affect people's lives. The study found that the EU-27 countries could be divided into three main groups based on these value sets. Northern and Western countries form one group, while Southern and Eastern countries make up the other two. This is interesting because it shows that geography and culture might influence health preferences more than we thought.
The study also looked at how value sets changed over time. In the Nordic countries, for example, there was a shift in preferences, suggesting that health priorities can change. This is valuable for policymakers because it shows that health preferences aren't set in stone. They can evolve with time and changes in society. However, the study had some limits. It only looked at published value sets, which might not cover all countries or time periods. Also, it didn't consider other factors that could influence health preferences, like economics or politics. But despite these limitations, the study highlights the importance of using data to understand health preferences. This could help the EU design more tailored health policies.
