Housing Bill Boosts Homebuilder Stocks, But Trump’s Pause Keeps Investors Watching

Homebuilders in the United States saw a sharp rise in their stock prices after Congress approved a new bill designed to speed up the construction of affordable homes. The House passed the measure on Tuesday, following a Senate approval earlier in the week. As a result, the PHLX Housing Index climbed 5. 4 percent and touched a high that hadn’t been seen since late February.
The housing market has struggled for years. Limited supply, a shortage of skilled workers, and strict zoning rules have pushed prices up while broader economic challenges have made buying a home harder for many. Analysts from Evercore ISI noted that the bill is unlikely to give builders an immediate boost, but it could help them in the long run by making it easier to produce more homes.
President Donald Trump announced that he would not sign the bill on Wednesday. According to a policy analyst from Evercore ISI, if the president does nothing for ten days, the bill will automatically become law. Trump’s decision to wait has pushed the shares of major builders like D. R. Horton and Lennar higher—each gaining more than six percent in a single day, the biggest jump since early January. PulteGroup also jumped over eight percent, its largest intraday rise in a year. Smaller companies such as NVR and Toll Brothers climbed 5. 6 percent and 6. 7 percent, respectively.
A TD Cowen analyst highlighted that the legislation will benefit single‑family homes built for rental purposes by removing certain institutional ownership limits. He also said the bill could pave the way for future laws that provide subsidies, renovation funds, and down‑payment help to make homes even more affordable.
UBS analyst John Lovallo expressed confidence that Trump will eventually sign the 21st Century ROAD to Housing Act, citing the growing importance of housing affordability ahead of upcoming elections.
