Japan’s Banks Get a New AI Cyber‑Shield

Japan’s top three banks will soon receive OpenAI’s newest cyber‑defence tool, GPT‑5. 5‑Cyber, through a special program that only lets verified defenders use it.
The plan is part of Tokyo’s effort to treat advanced AI as a key national asset, not just a consumer gadget.
Only institutions that can prove they are trustworthy will get access, so the powerful model won’t fall into bad hands.
Finance Minister Satsuki Katayama announced the deal, and U. S. Treasury Secretary Scott Bessent helped set it up, showing that this is more than a commercial sale—it’s a government partnership.
The banks involved are MUFG, Sumitomo Mitsui and Mizuho, all of Japan’s biggest lenders.
The arrangement comes after Tokyo formed a public‑private group in May to tackle AI‑related cyber risks, bringing together banks, the Bank of Japan and leading AI labs.
Other U. S. labs, like Anthropic with its Claude Mythos system, are also offering similar AI tools to Japanese institutions.
Both companies position their models as national‑defence solutions, hinting at a new market where governments and banks buy AI for security.
A concern is that only the largest, vetted banks will get these advanced tools.
Smaller banks and fintech firms might stay exposed if they can’t access the same AI help, creating a two‑tier security system.
Whether this strengthens Japan’s overall cyber resilience or just the strongest banks remains to be seen.
