New Costco Coming to Montgomery County

A big change is on the way for residents in East County. A new Costco store will open inside a large development called VIVA White Oak. The warehouse will cover about 162, 000 square feet and will be the first big store in a project that spans 280 acres. The site sits close to the Food and Drug Administration headquarters, a medical center, and major roads like U. S. 29 and Cherry Hill Road. The VIVA White Oak plan is much larger than just the Costco. Developers have approved more than 12 million square feet of space for homes, shops, a hotel, and medical offices. They also plan to build an elementary school, parks, bike lanes, and walking trails. The project is expected to create over 17, 000 construction jobs, about 9, 000 long‑term positions, and bring in tens of millions of dollars each year for the county.
To support this growth, Montgomery County approved a new financing tool called Tax Increment Financing. This allows money from future property taxes in the area to pay for roads, sidewalks, water and sewer upgrades. The county says the project could add up to $320 million for public works over time, turning a previously underused site into a bustling community hub. The addition of Costco shows strong interest from retailers. The store will draw shoppers from across the region, boosting traffic and sales for nearby businesses. It also means more convenience for locals who can buy groceries, household items, and more all in one place. Overall, the VIVA White Oak development is set to reshape East County.
