In Redding, several vehicles were submerged, and emergency services were called to rescue people trapped by the floods. Within an hour, the water spread to every room, destroying her belongings. Bodine does not have flood insurance because it is too expensive, leaving her uncertain about her next steps. Relina Fisher, a 32-year-old ultrasound technician, left work early to reach her home before the streets became impassable. However, upon arriving home to a flooded garage, she received a call from work asking her to return for an on-call shift. This situation left her feeling trapped and concerned about her job.
