Pennsylvania Adds Big Tax Help for Low‑Income Workers

The state has just rolled out a new tax credit that could give almost one million Pennsylvanians up to $805 each, totaling about $193 million in savings. The credit is called the Working Pennsylvanians Tax Credit and works exactly like the federal Earned Income Tax Credit: if a taxpayer qualifies for the federal program, they automatically qualify for this state version.
This change is part of a larger push by the governor and lawmakers to give more relief to families that are struggling. Alongside the new credit, the state also expanded a property‑tax rebate for renters and boosted the child‑care tax benefit. Together, these three programs are expected to return nearly $650 million to residents this year.
Why the credit is a big deal is that Pennsylvania has long used a flat 3. 07 % income tax, unlike the progressive federal system. The state constitution only allows a few exceptions to that uniformity, one of which is for people living in poverty. That loophole made it possible for the new credit to be created.
The benefit is simple: workers who earn enough to qualify for the federal EITC automatically get a state credit equal to 10 % of that amount. The Department of Revenue is already processing the credits and even offers an online calculator to show taxpayers how much they might receive.
Research shows that families who get the federal credit are more likely to send their kids to college and stay employed. The state’s new program is expected to help workers of all backgrounds, especially Black and Hispanic families that often hold lower‑wage jobs.
Overall, the move is seen as a major step toward putting more money back into people’s pockets and giving families a chance to catch up on bills, buy groceries, and save for the future.
