Planned Parenthood Loans: A Code‑Word Controversy

USAMon May 04 2026
Senator Joni Ernst said the Biden team talked about giving large forgivable loans to Planned Parenthood during COVID, but used a secret label “Benghazi” in emails to hide the plan. The SBA chief of staff replied “Yes, let’s talk Benghazi” after a senior attorney asked for a meeting. Ernst claims this hidden language could break federal rules on record keeping. In 2021 the SBA granted about $90 million in Paycheck Protection Program money to Planned Parenthood, aiming to keep staff paid while clinics were closed. Ernst argues that labeling the project “Benghazi” was a way to dodge congressional review, especially since the word is linked to a 2012 attack that killed U. S. diplomats.
SBA Administrator Kelly Loeffler has also warned that many Planned Parenthood centers may have misused the funds, sending letters to 38 affiliates asking for proof of eligibility. She said the organization received $88 million during the pandemic and that many think it was not legally entitled to the money. The debate centers on whether Planned Parenthood should have received pandemic aid and if the use of a code word was an attempt to conceal that fact from lawmakers. Critics call for accountability and the return of the money if it was improperly awarded.
