You know how plastic is everywhere and causing big problems? One idea to solve this is a cap-and-trade system, or CAT for short. This system has been used before to manage water and reduce carbon emissions. It works by setting a limit, or cap, on the amount of something, like plastic, that can be produced or used. Then, companies can buy and sell permits to stay within that limit. Sounds pretty simple, right?
But, it's not that easy. Before we can even think about using CAT for plastics, we need to figure out what materials to include and who should be involved. Then, we have to set a fair cap and decide how to give out permits. And, we need to make sure there's a competitive market where companies can buy and sell permits.
Some people think a three-tiered approach could work, with global, national, and sectoral caps. This would cover the whole lifecycle of plastics, from the beginning until they become waste. But, there are big challenges to overcome. Like, how do we make sure all countries and companies play by the rules? And, will this really help reduce plastic pollution?
We're still in the middle of important talks about how to handle plastics, like the UN Plastics Treaty negotiations. So, looking at the pros and cons of CAT now can help us figure out if and when it could be a useful tool in the fight against plastic pollution.
