Relocating Dallas City Hall: A Bold Downtown Plan

Former mayor Mike Rawlings has started a new push to move Dallas City Hall, hoping the old building can become a hub for sports and entertainment instead. He launched ads in newspapers, on social media, and through a dedicated website to rally support for the idea. Rawlings said he wants city leaders to focus on how the space can bring new business and life to downtown’s southern side, rather than just fixing up the old structure.
The debate over City Hall has become a big city issue. Some council members and residents think the building needs costly repairs or a full makeover, while others see an opportunity to repurpose the land. The council will decide in June after city staff present a cost comparison between staying and leaving.
Repair estimates have varied widely. A consultant group earlier this year quoted $329 million for repairs and up to $1 billion over twenty years. A different group, led by a former facilities director, put the cost at $70–$100 million over ten years and warned that moving City Hall could mean losing a historic landmark. Rawlings counters that the building’s age should not stop Dallas from exploring more ambitious uses for the site.
Rawlings is funding the campaign himself and has teamed up with business leaders Tré Black, Bruce Orr, and Amanda Moreno‑Lake. They aim to create a stronger civic movement that reflects what residents actually want. The campaign also shows support for Mayor Eric Johnson and the council members who favor relocation.
The mayor believes this is about more than just a new sports arena. He says the city manager’s upcoming budget will decide whether maintenance for City Hall is included, and that decision could shift many city priorities. Rawlings wants the public to understand that moving City Hall could spark a larger downtown revitalization, not just a basketball venue.
