In Douglas County, a new rule was approved that tells most retail shops in the unincorporated areas to tell law‑enforcement when someone steals from them. The county changed the original plan, which had set fines up to $1, 000 for businesses that didn’t report a theft. Instead of penalties, the decision will now be left to local courts.
The ordinance also gives businesses more time to report crimes, stretching the window from 24 hours to 96 hours. A retailer can now submit a theft notice online, eliminating the need for police to be on site immediately. These changes were meant to calm business owners who worried about heavy fines and strict enforcement.
Commissioner Abe Laydon said the law’s goal is safety, not punishment. He warned that ignoring retail theft lets organized crime grow in the county’s prosperous community. The updated rule aims to keep the area safe by encouraging timely reporting and protecting property rights.
Chris Howes, president of the Colorado Retail Council, noted that after talks with county officials, he feels the measure does not punish stores. He believes focusing on retail crime benefits the business community by making it harder for thieves to operate.
District Attorney George Brauchler emphasized that theft will not be tolerated. He urged anyone who steals to expect serious consequences and assured residents that the county will protect their property.
Sheriff Darren Weekly explained the ordinance targets corporate policies that discourage reporting. By holding companies accountable, the rule helps police investigate thefts and spot patterns. The measure also protects employees who report crimes from retaliation.
The new rule will take effect on April 4. It is designed to make reporting theft easier and more reliable, hoping to reduce the number of stolen goods in Douglas County.
