Retail Stores Must Report Theft, but No Fines Imposed

In Douglas County, a new rule was approved that tells most retail shops in the unincorporated areas to tell law‑enforcement when someone steals from them. The ordinance also gives businesses more time to report crimes, stretching the window from 24 hours to 96 hours. A retailer can now submit a theft notice online, eliminating the need for police to be on site immediately. These changes were meant to calm business owners who worried about heavy fines and strict enforcement. Commissioner Abe Laydon said the law’s goal is safety, not punishment. He warned that ignoring retail theft lets organized crime grow in the county’s prosperous community.
