The mayor has blocked three council decisions, and now the council needs to muster a majority to override these vetoes. Two of these vetoes are tied to the planned Regional Sports Complex. The first veto strikes down a $28 million construction contract and a $24 million budget for materials. The second veto halts an operator agreement for the complex. Back in 2023, Rochester voters greenlit using $65 million in sales tax revenue for this project. However, Mayor Norton argues that voters were misled, as this amount only covers the outdoor portion of the complex. She also has concerns about the location, which lacks necessary water and sewer infrastructure.
The mayor is pushing for a pause to reassess the project and find more funding. So far, the city has already spent $7. 7 million on land and planning. The council initially passed both sports complex items with a 5-2 vote. The third veto involves a $20, 000 allocation for the Salvation Army. This funding was meant for rental assistance and security for volunteers and staff at the Salvation Army's dental and medical programs. The council unanimously approved this item, but Mayor Norton vetoed it, citing technical reasons rather than any issues with the Salvation Army itself. She emphasized the importance of good policymaking and solid processes. The special meeting is set for Monday at 6 p. m.
