Santa Rosa's financial problems didn't appear overnight. Over the past three years, the city has watched its sales tax income shrink steadily, a trend that mirrors broader changes in how people shop. More purchases happen online now, and spending has shifted from goods to services, leaving local stores with less revenue to tax. While experts predict this decline might finally slow down, the damage is done. The city's projected income for the next year is $225. 5 million, but expenses are expected to hit $243 million, leaving a gap of $17. 5 million.
What makes this especially tough is that most of the spending growth comes from unavoidable costs. Salaries and benefits for city workers are climbing fast, partly because of past agreements that promised raises up to 15% over three years. Pension costs and overtime in public safety departments are also eating up more of the budget. Property taxes are doing better, rising by 5. 1%, but they can't cover all the gaps. Other small taxes, like those on utilities and hotel stays, are increasing too, but not enough to balance the scales.
The city has tried to delay tough choices by cutting open positions and using reserves. So far, they’ve managed to avoid drastic cuts that would hurt services right away. But the deficit will keep growing unless something changes. By 2030, the shortfall could balloon to $33. 6 million. To fill the immediate hole, the city plans to use $8. 4 million from reserves and save $4. 8 million by paying down pension debt. Still, deeper cuts seem likely in the future unless new money comes in.
One possible solution is putting a sales tax increase on the ballot. A half-cent increase might not sound like much, but it could bring in $46 million a year. Voters would have to agree, though, and so far, no final decision has been made. Meanwhile, the city is preparing to discuss service reductions in upcoming budget meetings. The big question is whether cutting services is the best way to fix the problem—or if finding new revenue could be a smarter move.
