Two senators combined a push from banks with protection for real-world crypto use, but the new border between “useful rewards” and “bank-style deposits” is fuzzy. Any program that looks too much like a savings account now faces the axe. Meanwhile, genuine rewards that ask users to actually spend or stake their coins still get a green light. The bill gives Treasury and the CFTC one year to spell out the details, which could decide if tomorrow’s talent and money decide to park their chips in Europe or Asia instead.
Trade groups say they welcome the step but can’t agree on how far the ban should go. One lobby argues the language already copies last year’s stricter version and slams the door on small companies before big banks even blink. Coinbase, which runs one of the biggest crypto trading floors, is quietly relieved the wording still allows rewards for real trading or staking. Their top lawyer called it “close enough” to the old plan and urged lawmakers to finish the markup without extra delays. Earlier this winter, the same committee postponed the whole shebang, but the yield question was the real showstopper. Now every company that ever gave customers extra coins for parking funds will have to pivot from “buy and lock” to “buy and spend. ”
The outline leaves more questions than answers. Once Treasury writes the rulebook next year, some programs that felt safe today might suddenly look riskier. Startups betting on deposit-style prizes are already shifting to discounts for using their tokens, while global rivals watch to see if Uncle Sam’s version of crypto capitalism stays user-friendly or drifts toward traditional finance.
