Texas is set to launch a new education savings account (ESA) program in the 2026-27 school year. This program will allow families to use public funds for private school tuition, homeschooling, or other educational expenses. The application process for families will open on February 4, while accredited private schools can apply now.
The ESA program is part of a $1 billion initiative signed into law by Texas Governor Greg Abbott. It aims to provide families with more choices in education. However, critics argue that it could divert funds from public schools, which serve the majority of Texas students. They also point out that private schools may not accept all students with disabilities and are not subject to the same academic standards as public schools.
Families will receive an estimated $10, 800 per year, with students with disabilities eligible for up to $30, 000. Homeschooled students can receive up to $2, 000. If demand exceeds funding, priority will be given to students with disabilities and low-income families.
Applications for the 2026-27 school year will be open from February 4 until mid-March. Families will know by May if they are approved. Funds will be released in stages, with 25% available by July 1, another 50% by October 1, and the remaining funds by April 2027. However, some private schools may close applications before families know their status, potentially limiting access for low-income families.
The program will be open to most Texas students, including pre-kindergarten students, but undocumented children will not be eligible. Families will need to provide proof of citizenship or lawful admission to the U. S. , as well as proof of residency and school eligibility.
For students with disabilities, the state will have different criteria for determining increased funding versus enrollment priority. Families can submit proof of supplemental income due to a disability or a physician's note to prove their child has a disability. However, to receive the increased funding of up to $30, 000, students must have an individualized education program on file with the Texas Education Agency.
Funds can be used for a variety of educational expenses, including textbooks, uniforms, private tutoring, academic assessments, and meals provided by a private school. They can also be used for computer hardware or software, as long as it does not exceed 10% of the annual funds. However, funds cannot be used to pay a family member.
