Trump's administration has also proposed severe budget cuts to the National Oceanic and Atmospheric Administration (NOAA), which could cripple climate research. The National Center for Atmospheric Research (NCAR), a major player in climate studies, is also under threat. The Office of Management and Budget wants to eliminate NCAR, calling it a source of "climate alarmism. " In September 2025, the Environmental Protection Agency (EPA) recommended ending mandatory greenhouse gas reporting for major polluters. In October, the EPA refused to release a toxicity report on PFNA, a chemical found in millions of Americans' drinking water.
