They shrugged it off, which suggests that the White House didn't spend much time talking to them about it. One expert said it didn't do anything positive and didn't help Congress figure out what to do about healthcare. It's possible that Trump and his advisers are trying to stay out of the process, but that's not going to help get a deal done.
