Ukraine Could Get a “Special EU Spot” to Help End the War

German leader Friedrich Merz has floated a new idea that could give Ukraine an important place inside the European Union without full membership. He says this step might help finish peace talks with Russia.
Merz’s plan would let Ukraine join EU meetings as an “associate member. ”Ukrainian officials could attend summits and ministerial sessions but would not have voting power. He also wants the EU to promise Ukraine a strong security guarantee, using its mutual‑aid clause.
This move could be useful for President Volodymyr Zelenskiy, who needs to convince the Ukrainian people that a peace deal is worth accepting. If Ukraine never regains all its land or joins NATO, a clear EU path could make the settlement more acceptable.
But experts warn that full EU membership is still far off for Ukraine, even though a 2027 date was mentioned in a peace plan involving the U. S. , Ukraine and Russia. Merz’s idea sits between quick accession and the current “candidate” status.
The EU normally requires each of its 27 members to agree on a new country, and the process involves deep legal reforms. Merz proposes that Ukraine could become an associate member – a status not currently in EU rules – with non‑voting spots in the Commission and Parliament. He also suggests a “sunset clause” that would allow the EU to step back if Ukraine falls behind on rule‑of‑law standards.
Merz plans to discuss the proposal with other European leaders, hoping to set up a task force that will flesh out the details quickly. He says this could help the continent’s security while addressing Ukraine’s unique wartime situation.
