Digging into the records, VA Freedom Life has changed names multiple times—from The Cannabis Outlet to Herbal Life LLC. Lucas once ran The Cannabis Outlet in Portsmouth, but the business no longer operates under her name. Still, the connections between her, Upton, and the company remain unclear.
Lucas has been a key player in Virginia politics, pushing for cannabis decriminalization. But her critics argue her past ties to the CBD business could complicate her role in shaping future marijuana laws. Meanwhile, Upton’s legal troubles highlight how pandemic relief funds were sometimes misused.
