Zelenskiy spoke to the nation, demanding quicker action on Ukraine’s air defences and the repair of damaged electricity grids.
Russian forces have carried out night attacks for over a month, using drones and missiles that slipped past existing defences and left many apartment blocks without power or heat.
He urged Western allies to supply more air‑defence systems and announced changes in personnel where defence performance was below expectations.
Kyiv has suffered heavily; more than 1, 110 buildings remain cold after the latest strike.
Even though temperatures are less severe than before, night‑time lows could still reach –8 °C.
Zelenskiy said the small‑scale air‑defence network, especially against drones, must operate more efficiently and fix current shortcomings.
He highlighted that some regions have better defence lines, while others need significant improvement.
The country has quickly built a drone industry, focusing on “interceptor drones” as a cost‑effective counter to the wave of attacks.
He stressed that restoring power and heat must happen as soon as possible, warning there is no time for delays.
Resources are being redirected to Kyiv from other areas, with communities and state companies offering assistance.
Zelenskiy also criticised the city administration of Kyiv for not taking decisive steps to address system breakdowns.
