Navy Sailor Detained: Another Mystery Abroad

A U. S. Navy sailor has been detained in Venezuela after traveling there unauthorized on personal business, raising questions about what exactly happened and why.
The sailor was apprehended by Venezuelan authorities last week but the details remain murky. What we do know is that this isn't the first time a servicemember has ended up in trouble overseas. Just earlier this year, an Army soldier was arrested after visiting Russia to see his girlfriend - he's still there serving prison time.
So what's going on here? Are our troops not being properly vetted before taking leave? Or are they purposely flouting the rules out of desperation or disillusionment?
