The Trump administration is planning to introduce new rules that could make it difficult for transgender youth to access healthcare. The U. S. Department of Health and Human Services (HHS) is considering penalties for hospitals and doctors who provide treatments like puberty blockers or surgeries to transgender minors. These rules would also prevent federal insurance programs like Medicare and Medicaid from covering these treatments. U. S. Health Secretary Robert F. Kennedy Jr. has described many forms of transgender care for children as "malpractice. " He believes that these procedures do not meet professionally recognized standards of care. Medical groups, however, strongly disagree. They warn that these rules could interfere with doctor-patient relationships and limit access to care for everyone. The American Academy of Pediatrics has expressed concern that the government should not decide which patient groups deserve care. They believe that patients, their families, and their physicians should make these decisions together. The new rules could make this task harder, if not impossible, for families of gender-diverse and transgender youth. This announcement is part of a broader series of actions by the Trump administration aimed at transgender people. These actions include removing references to transgender health from government websites, stopping certain data collection, barring transgender people from military service, and suing states that allow transgender athletes to compete in school sports.
The FDA has also sent warning letters to 12 companies that make or sell breast binders, accusing them of marketing the products to treat gender dysphoria in children. The NIH has announced that it will stop funding research related to gender transition, calling that research “junk science. ” Federal health officials plan to shift focus toward mental health support for transgender youth, including counseling and psychosocial care. However, they acknowledge that the U. S. already faces a shortage of mental health providers. Gender-affirming care is a broad medical approach that may include mental health services and, in some cases, age-appropriate medical treatments. Major medical organizations like the American Medical Association (AMA) support this type of care and say it can be lifesaving. But these groups also note that surgery is not recommended for children and is pretty rare among transgender teens. The ACLU plans to fight the new rules in court, calling them cruel and unconstitutional attacks on the rights of transgender youth and their families. Kennedy has said that the administration expects legal challenges but is confident the rules will stand. The announcement came shortly after the U. S. House of Representatives passed a bill that would make it illegal for doctors to provide certain transgender care to minors, with penalties of up to 10 years in prison.
