New Zealand Adds Citizenship Test for New Residents

New ZealandWed May 06 2026
Starting in 2027, people who want to become citizens of New Zealand will have to pass a new test. The exam will be held face‑to‑face and will contain 20 multiple‑choice questions written in English. Applicants must answer at least 15 correctly to qualify. The questions will cover a range of topics. They include the Bill of Rights Act, basic human rights, some criminal offences, voting rights, democratic ideas, how the government is organized, and rules about travelling in and out of the country. The purpose of the test is to make sure that new citizens understand their duties and benefits.
Right now, the only requirement for citizenship is a signed declaration that the applicant knows what it means to be a citizen. The new test will replace that simple statement with a more thorough assessment. Internal Affairs Minister Brooke van Velden said the test will be introduced in the second half of 2027. The department is still working out the exact details, but the goal is to give everyone a clear idea of what it means to be part of New Zealand society. The change reflects the country’s belief that all people should know their rights, like freedom of speech, and that no one is above the law. By testing new citizens, New Zealand hopes to strengthen its democratic values.
