A committee has talked about letting replay officials hand out penalty flags for fouls that regular referees miss.
This idea grew after a fight in the recent Super Bowl between Seattle’s Josh Jobe and New England’s Stefon Diggs.
Jobe pushed Diggs after a play ended, then seemed to hit him with his fist. The on‑field crew did not flag the play, but Jobe was later fined more than $18k for both incidents.
Some owners worry that extra flags from replay would undermine the authority of in‑game officials, so they are cautious about opening that door.
Another point on the table is the design of shoulder pads. Injuries to shoulders have risen, and the current padding may not protect as well as it once did. Officials are debating whether changes to equipment could reduce these injuries.
If either of these proposals moves forward, players will arrive on the field next year wearing different gear or facing new rules that let referees call penalties from a distance.
