However, three high-profile cases have been left out: Dylann Roof, the perpetrator of the 2015 Charleston church shooting; Dzhokhar Tsarnaev, the 2013 Boston Marathon bomber; and Robert Bowers, responsible for the 2018 Tree of Life Synagogue massacre.
Biden's decision has sparked mixed reactions. Some victims' families, like Michael Graham, support the move to keep Dylann Roof on death row, citing his lack of remorse and the ongoing threat of white nationalism. Others, such as Felicia Sanders, who survived the Charleston shooting, are grateful that Roof's life will be spared.
The Biden administration had previously announced a halt on federal executions to study the protocols. While Biden has condemned the crimes and expressed sympathy for the victims' families, he believes the death penalty should be abolished at the federal level.
The decision comes amidst political pressure and recent commutations of other inmates due to the COVID-19 pandemic. Biden has also granted a pardon to his son, Hunter, sparking controversy.
