Property Tax Help Denied: Court Rules in Favor of PHFA

The Pennsylvania Commonwealth Court recently confirmed that the state’s Housing Finance Agency (PHFA) was right to refuse a homeowner’s request for more tax relief. The woman had already benefited from the PAHAF program in 2022, which helped lower her property taxes. When she asked for help again in 2023—asking for more than $6, 600—the agency turned her down.
PHFA’s decision rests on two key rules. First, the program only allows one payment for each type of assistance. Second, it limits property tax aid to years 2022 or earlier. Because the homeowner’s request was for a later year, it fell outside the program’s scope.
Another factor in the agency’s ruling was that the homeowner had no unpaid taxes. PHFA requires a real tax delinquency to qualify for aid, and the mortgage company had already covered any dues. Since there was no outstanding debt, the agency said it could not provide extra support.
The court found that PHFA had followed its own guidelines and acted within its authority. It agreed that the homeowner’s request did not meet the program’s eligibility criteria, so the denial was lawful.
This case shows how state assistance programs have strict limits. Even if a homeowner has already received help once, they cannot keep asking for more unless new qualifying conditions appear. The decision may encourage people to plan ahead and stay on top of their taxes before they reach the end of a program’s window.
