The head of state told the country’s main security agency to tighten protection around power plants, pipelines and transport routes because of recent attacks that he says were helped by foreign spies.
He made the remarks on the fourth year of the conflict, warning that those who push Moscow too far will face serious consequences.
Putin said the enemy has not won a decisive victory on the battlefield, so they are turning to terror tactics like bombing cities, cutting off infrastructure and trying to kill officials.
He added that the enemy will try everything until they reach an extreme point, and then they will regret it.
The leader blamed Ukraine for striking Russian oil depots, refineries and ports, and he linked these strikes to several high‑level assassinations.
He also hinted that pipelines under the Black Sea could be at risk, and he ordered maximum security for critical sites, public venues and transport hubs.
The directive includes extra measures if needed to keep these facilities safe.
