The Russian government has stopped the popular messaging app WhatsApp in an effort to push people toward a new, state‑backed platform called Max. The change follows years of pressure on foreign messaging services that the authorities say do not keep user data inside Russia or stop illegal use.
Max is presented as a national alternative that should be easy to use and available to all citizens. Officials claim it offers the same convenience while allowing the state to monitor communications. Critics argue that this move limits privacy and free expression, especially for those who want to discuss the war in Ukraine or criticize the government.
WhatsApp released a statement saying that Russia’s attempt to block the service would isolate more than 100 million users from secure communication. The company said it is working to keep people connected despite the restrictions.
The crackdown is part of a broader strategy by Russia’s telecom regulator, Roskomnadzor. The agency has cited violations of data‑storage laws and the lack of measures to prevent criminal activity on platforms like Telegram, WhatsApp, and other foreign services. Since last year, the regulator has slowed or blocked these apps to enforce compliance with Russian law.
Telegram, founded by Russians but based in Dubai, has faced heavy scrutiny and performance problems since January. The regulator has repeatedly warned the company that it must protect user data and stop illicit use or face further restrictions.
Kremlin spokesperson Dmitry Peskov said that the regulator’s actions were necessary because these apps do not follow Russian regulations. He added that any internet resource willing to comply with local laws could work with the authorities.
The move raises concerns about surveillance and control over public discourse in Russia. Many observers fear that the new platform will be used to monitor citizens and limit dissent, especially during a time of heightened political tension.
