Saudi Nuclear Deal Sparks Debate Over Safety Standards
Washington, USAWed Mar 18 2026
A group of Democratic congressmen has asked Secretary of State Marco Rubio to demand stricter non‑proliferation rules in any Saudi nuclear agreement.
They point out that the Trump administration’s draft 123 Agreement, meant to let Saudi Arabia build a civilian nuclear program, does not include the safeguards that many lawmakers say are essential to stop weapons development.
The proposal places U. S. companies at the core of Saudi nuclear projects, but it also leaves room for enrichment and reprocessing – steps that could lead to weapons material.
The lawmakers argue that the deal should follow a “gold standard” that keeps such activities in check, echoing long‑standing bipartisan concerns about nuclear security.
Secretary Rubio has a history of supporting strict limits on Saudi enrichment, and the Democrats want him to use that experience now.
They urge him to revisit the plan immediately and push for an agreement that aligns with proven non‑proliferation practices.
The draft deal could be sent to Congress soon, but it would only become official if neither house of Congress blocks it within 90 days.
The debate comes as Saudi Arabia’s ruler has warned that the kingdom would consider weapons if Iran does, adding urgency to the discussion.
The State Department has not yet replied to requests for comment on the lawmakers’ letter.
