On Saturday, Tisch appointed John Chell as the acting chief of department. Chell, who was most recently the chief of patrol, will oversee the NYPD's crime-fighting strategies and quality of life initiatives. Chief of Transportation Philip Rivera will take over Chell's previous role, focusing on the safety of roads, bridges, and highways across the city.
