Tuzla Tragedy: Who's to Blame?

In Bosnia, two people in charge are now in custody. They're being questioned about a fire that happened in a home for elderly people. This place was in Tuzla, a town in the northeast. The fire started on November 4. It happened on the seventh floor. There were 180 older adults living there. The fire was very bad. It killed 17 people. Ten died that night from breathing in smoke. Seven more died later. Many others got hurt. The fire started because of a short circuit. It happened in one of the resident's rooms.The people in charge are being blamed.
