U. S. Re‑adds UN Expert to Sanctions List After Court Stay
Washington DC, USAThu May 28 2026
The United States has placed Francesca Albanese, a U. N. official who works on Palestinian issues, back onto its list of sanctioned people. The move was announced on the Treasury Department’s website this week.
Albanese had originally been sanctioned by Washington in July of last year. The U. S. said she was trying to get the International Criminal Court to investigate American and Israeli officials, companies, and leaders. Her sanctions were lifted earlier in May when a federal judge agreed with her family to pause the restrictions, citing possible violations of free‑speech rights.
Judge Richard Leon in Washington found that the Trump administration may have overstepped by sanctioning her after she criticized Israel’s actions in Gaza. That decision was reversed when a three‑judge panel from the U. S. Court of Appeals for the District of Columbia Circuit issued an administrative stay on Leon’s ruling. The stay lets the government enforce Albanese’s designation again while the appeal proceeds.
The appeals court clarified that its stay is merely procedural. It does not decide whether the government’s broader request to end the lower court injunction is correct or incorrect. The case remains in motion as the higher court reviews the issue.
This back‑and‑forth highlights how political disputes can influence sanctions policy and how courts try to balance free expression with national security concerns.
