Former US President Bill Clinton, who was in office when the deal was signed, has expressed regret. He believes Russia might not have invaded if Ukraine still had nuclear weapons. Clinton was aware of Russia's potential disapproval of the agreement but hoped it would foster better US-Russia relations and global stability.
Former President Barack Obama, in office when Ukraine got rid of its highly enriched uranium, has not explicitly expressed regret. He acknowledged Ukraine's vulnerability to Russian military domination but doubted that direct military action would deter Russia or China.
Ukraine is now pushing for NATO membership before President Joe Biden leaves office. They see this as a political signal and part of the current administration's legacy. If Ukraine joins NATO, it will be protected under the alliance's mutual defense pact. NATO Secretary-General Mark Rutte has stated that Ukraine's path to NATO membership is irreversible, but the timeline remains uncertain.
