For the fourth year running, Waukegan is keeping its property tax levy the same. City officials, however, warn that this might not last. The city's finance director, Don Schultz, says rising costs, especially for police and fire department pensions, could force a change soon. The city council approved the 2024 tax levy without debate, ensuring residents won't pay more at the city's hand. But Alderman Edith Newsome cautions that other taxing bodies might still hike taxes.
Mayor Ann Taylor is pleased with the flat levy but worries about future costs like waste hauling. Small annual increases might be easier for residents to swallow than a big jump all at once. Despite no increase, the city's tax base is growing, thanks to new taxpayers. Most property tax revenue goes to pensions and public services like the library and waste collection.
