Why a new law could make it harder to buy a healthy puppy

But a bill now in front of the state Senate wants to stop these stores from selling dogs, cats, or rabbits. The idea behind the bill is to stop so-called “puppy mills, ” places where animals are treated poorly. Yet the way the bill is written could hurt the very businesses that actually care about animal welfare.
Stores say they go far beyond what the law asks. Before buying a puppy, they visit breeders to check living conditions and review vet records. Government licenses are required, but these stores add their own inspections. Once puppies arrive in Massachusetts, state rules say they must wait 48 hours before going to new homes. These stores extend that to 11 days so the animals can settle in. During their stay, the puppies play with staff and get used to people—simple steps that help them grow into happy pets.
The proposed ban would close these family-owned stores. Instead of shopping at a place that offers warranties and support, buyers might turn to online ads. Sites like Craigslist or TikTok are full of listings, but rules there are almost nonexistent. Many ads are scams—people pay a deposit and never see a puppy. Even if a deal seems real, there’s no guarantee the animal came from a responsible source. In truth, the same irresponsible breeders the bill wants to block often supply those unchecked online sales.
Over the years, these stores have built trust. Kids who got their first dog there now bring their own children back. The stores also give back to the community by donating food to police dogs. Their whole model is based on doing things right. Shutting them down won’t stop bad breeders; it only pushes buyers toward places with no oversight. If the goal is protecting pets, then keeping licensed stores open might be a better way to enforce standards than pushing sales underground.
