Carlos Rodriguez has been on the Yorba Linda City Council since 2018. He describes himself as a conservative who looks out for taxpayers. Many residents see him as a steady voice in local government.\n\nHe points out that Yorba Linda ranks among the most financially sound cities in Orange County. According to the California Policy Center’s Local Fiscal Health Dashboard, the city earned a B rating for fiscal years 2022 through 2025, with top marks for debt, cash on hand and pension obligations. Nearby places such as Anaheim, Brea and Placentia got C grades, while Fullerton and Orange received D grades in the most recent year. Rodriguez argues that the city’s strong finances mean new taxes are unnecessary and that growth can come from supporting small businesses.\n\nOn state legislation, he opposed Assembly Bill 1383, which would have let cities increase pensions for police and firefighters, saying the measure wasn’t needed. In
his work with the Building Industry Association of Southern California, he rejects rent control. He talks about "local control" as a guiding principle, a phrase often used to limit new housing, yet he also voted to bring the city’s housing plan into line with state law. He says he backs "responsible housing that matches our local values."\n\nAs a member of the South Coast Air Quality Management District, working with Supervisor Janet Nguyen, he helped unlock long‑stalled landfill permits and cleared an old backlog. He also negotiated a rule change that saved the county five million dollars. Worried about compliance costs, he cast a key vote last year against a proposal to phase out gas‑powered heaters and furnaces. Backed by the Orange County Taxpayers Association and the Orange County Business Council, he continues to speak for those who watch their wallets. Voters who want another term for him can mark his name on the ballot.
