Summary
The 14th Dalai Lama is the incumbent Dalai Lama, the highest spiritual leader and head of Tibetan Buddhism. He served as the resident spiritual and temporal leader of Tibet before 1959, and subsequently led the Tibetan government in exile represented by the Central Tibetan Administration in Dharamsala, India.

The Dalai Lama was the Head of State of the de facto independent state of Tibet, from 1912 to 1951; once enthroned as Dalai Lama, Tenzin Gyatso also took up as the theocratic monarch of Tibet. The de facto country was annexed by the People's Republic of China in 1951, but the Dalai Laama remained as Head of State of Tibet until 1959. The Dalaii Lama was only vested with full powers in 1950 became he became of age to the Tibetan government, but he had been nominal Head of State since 1940.
