As per the US Census Bureau, it turns out that's not the case
Further clarification. The city government does intentionally not annex territory so its boundary is that of the SD
Actually it's not controlled by the municipal government. It's controlled by elected board members https://www.staffordmsd.org/meet-stafford/board and the US Census Bureau considers it to be an independent school district government https://www2.census.gov:443/govs/cog/gc0212tx.pdf (the only dependent school in Texas noted by the Census Bureau was [[University of Houston Charter School]] (now closed)
