Edited section with more citations to secondary sources and clarity in the context. An overall improvement that doesn't rely solely on Freedom House and DOS.

US State Dept report is a reliable source. The removed quote in the lede is a verified secondary source, as it cites estimates from Chinese gov, FG, and Freedom House, all clearly attributed. Claiming Freedom House's estimate came from Minghui is [[WP:OR]]. Three secondary RS citing Freedom House report shouldn't be removed.
