The 98th Oscars are shaping up to be quite different from previous years.  The Academy has rolled out several new rules and adjustments for the upcoming awards season.  These changes are designed to make the voting process more transparent and to recognize new aspects of filmmaking.

One of the biggest changes is the requirement for Academy members to watch all nominated films in a category before they can vote.  This rule is intended to reduce "coattail voting, " where members vote for a film based on its popularity rather than its merit.  The Academy will use its streaming platform to track viewing activity, and members will need to submit forms for films viewed outside the platform.  This is a significant shift, as it was previously only required for certain categories.

The Oscars will also introduce a new award for Achievement in Casting.  This award recognizes the important role that casting directors play in assembling a film's acting ensemble.  The Casting Directors Branch will review eligible films and vote to shortlist up to 10 titles.  These shortlisted films will then be featured in a "Bake-Off" event, where branch members will view reels and participate in a Q&A with the casting directors.  Only Casting Branch members who have viewed all 10 films will vote to select the five nominees.

The best cinematography award has also been added to the shortlist process.  The Cinematographers Branch will name between 10 and 20 films for consideration.  Voting for all shortlist categories will take place in December.  This change is part of a broader trend towards using shortlists to determine nominees in more categories.

The Academy has also issued its first formal guidance on the use of artificial intelligence in filmmaking.  The new rules state that the use of AI will neither help nor hinder a film's chances of being nominated.  Instead, voters are instructed to evaluate the degree of human creative authorship involved.  This is an important step, as AI is becoming increasingly prevalent in the film industry.

For best picture consideration, films must submit proof of submission to the Producers Guild of America based on their release window.  This is likely intended to avoid confusion, such as when six of the 10 best picture nominees were initially listed as "nominees to be determined. "  Other rule and campaign changes include earlier submission deadlines for music categories and expanded eligibility for international filmmakers.
