Milley served under both former President Joe Biden and Donald Trump during his tenure. He faced criticism from Trump over various issues, including his role in the 2020 photo-op at a church amid protests over George Floyd's death. Additionally, Milley called China's military leader to assure them the U. S. had no plans for military conflict, following intelligence that China feared an attack.

Milley also played a pivotal role in the U. S. withdrawal from Afghanistan under Biden. Despite military leaders recommending a small troop presence beyond the deadline, the withdrawal went ahead as planned.
